Wheels to Work
Wheels to Work aims to support people who are disadvantaged in the labour market by their inability to access public or private transport to get to employment or training/re-training opportunities. The scheme is operated by Herefordshire Voluntary Action.
How does it work?
Support can be given in several ways via:-
- • A Moped Loan Scheme – W2W provides a moped, helmet and compulsory basic training.

Clients are asked to provide suitable clothing and a means of immobilising moped – i.e. a chain and lock - as well as making a reviewable 'wear and tear' payment. Moped loan is subject to a formal agreement. - • Subsidised driving lessons. The client pays a contribution to the cost of each lesson (reviewable).
W2W underwrites the cost of the remainder and the Theory and Practical Tests. We may ask the client to pay all or part of retest fees depending upon progress.
This is a particularly useful option where the client can demonstrate the chosen career requires a full driving licence. - • Small Repair Grants for cars - we can make grants
of up to £250 to assist in getting cars back on the road; ie getting car through MOT, assistance towards insurance etc. Each case is considered on merit. Ideally there should be a job, or training outcome which would be benefited by having private transport.
How can I take advantage of the scheme?
Initial referrals to the scheme are, generally, made through either local JobCentres, Connexion Offices or Training Providers/Colleges, although a large number of people choose to contact us direct.
All relevant circumstances are taken into consideration when assessing eligibility i.e. distance from nearest public transport stops; availability of suitable transport options for work/shift/training attendance patterns; driving history etc. A provisional driving licence must also be held.
Subject to funding, we plan to develop the following services in the future:-
- • Vehicle finance in partnership with Herefordshire Credit Unions;
- • Season Ticket loans;
- • Short term moped/motorcycle/cycle loan;
- • Intensive driving courses;
- • Training for theory tests – possibly with academic accreditation;
- • Compulsory basic moped/motorcycle training – with academic accreditation;
- • Car share schemes;
- • Commercial partnerships;
- • Employer/trainer transport 'collectives'.

Wheels to Work is supported through Herefordshire Council via the Herefordshire Access to Services Partnership (HASP). The project has been funded, in the past, by the Countryside Agency, Teme Rural Challenge, the Employment Service, the Fund for Improving Labour Market Flexibility, the European Regional Development Fund, the Single Regeneration Budget, The Rural Support Agencies Fund, The E.F.Bulmer Benevolent Fund, Herefordshire Council and the Eveson Trust.
